Nigeria Sugar Council Plans Integration of Outgrower Farmers

Sugar Council Launches Innovative Outgrower Program to Boost Local Production

The National Sugar Development Council (NSDC) has unveiled a groundbreaking initiative aimed at transforming Nigeria’s sugar industry through the integration of local farmers into the national supply chain. The Sugarcane Outgrower Development Programme (SODP) was officially launched in Abuja as part of broader efforts to reduce the country’s dependence on sugar imports.

NSDC Executive Secretary and CEO, Mr. Kamar Bakrin, introduced the program as a strategic component of the Nigeria Sugar Master Plan (NSMP II), emphasizing its role in scaling up domestic sugarcane production while fostering rural economic development. The initiative marks the first structured attempt to formally incorporate farmers of all scales into the national sugar value chain.

The program offers comprehensive support to participants, including guaranteed purchase agreements, access to high-quality seed cane and agricultural inputs, technical assistance, and specialized training. Additionally, the SODP promotes sustainable farming practices through improved land and water management techniques.

Mrs. Lade Offurum, Head of Out-Grower Management, detailed the three primary categories of eligible participants: – Agribusinesses and commercial farmers (50-500+ hectares) – Farming cooperatives operating in clusters (30-50 hectares) – Individual farmers or partnerships managing joint clusters (30+ hectares minimum)

The SODP aims to complement existing large-scale sugar estates while addressing the national supply deficit. Interested parties have until November 21, 2025, to submit their applications via email to the NSDC.

This initiative represents a significant step toward achieving the objectives outlined in the NSMP II, with the ultimate goal of establishing Nigeria as a competitive force in the global sugar market while creating sustainable economic opportunities for local communities.
